Summary
The Engine is a special support building that increases your chance to dodge missiles based weapons. This makes it the only counter to all Missiles launched from Missile Launchers and Firehawk Crafts. The dodge rate uses this formula, and yes 100% rate is possible.
Strategy
Attacking
When attacking you should watch the enemy, if he/she runs anything Missile based you should immediately switch the engine on, otherwise keep it off. This rooms is incredibly important and helpful in a Penetrator Missile dominated meta.
Defending
The Engine is going to be a big target for Missile users, so you should Armor the room. However, it's much more important to have crew in and surrounding the engine. The enemy will most likely try to send boarders or non-missile based weaponry at the Engine, so tanky and anti-boarder crew are the best crew to have around.
AI Tips
The Engine with a 46% Dodge Rate will take up six entire power bars. So, when you defend the right AI, it can allow you to be more aggressive and suffer less when a Reactor gets destroyed. Here we will run down the basic AI, to the complex AI. Here's average AI:

Interactions With Crew
The Crew's Engine stat improves the Engine's dodge rate. Here is the constant Formula for dodge rate: Dodge of One Engine + (Dodge Rate * (Sum of Engine Stat of Crew In Room/100)). That means that to achieve a 100% Dodge rate, all you need are two max engines and atleast 240 Engine stat.
