Summary
The Fleet Council is a 3x2 Support room unlocked at level four. Placing it onboard allows the player to join Fleets and get all their benefits. It can be removed anytime until you own a Fleet, where it then becomes unremovable until leaving.

The HYDRA龍 Council is a reskin of the level 5 Fleet Council. A HYDRA龍 Fleet Renovation Kit is required along with a level 4 or 5 Fleet Council. Both switching to the skin and back costs 1.75M , 2w .
Crew Lending and Borrowing
Once you join a Fleet, you can lend and borrow Crew. The level of your Fleet Council determines the Crew limit. You can return borrowed Crew by dragging them into space. Leaving your Fleet returns all borrowed and lent Crew.

- Lent Crew are taken from the player's ship and can be borrowed by other members for 24 hours.
- After the 24 hours, the lent Crew member will automatically return to the player's ship.
- If the borrower changed the lent Crew member's AI, it'll persist when they return.

- Lent Crew can only be borrowed by one person before they disappear from the Lent Crew list.
- The 24h lend timer still persists when Crew are borrowed.
- Borrowed Crew glow green and will gain XP but cannot be upgraded nor outfitted with different equipment.

- The Fleet Council was originally called the Alliance Council.
- The HYDRA龍 Council had a graphical bug where it'd show a Crew borrow limit of 4 instead of 3.
